Seasonal AIC Supplementing SNOW PLAN

1 General

This circular contains:

Distribution procedures for Estonian SNOWTAMs;
list of aerodromes, where the assessment and cleaning of the condition of the movement area is performed, if necessary also the transmission of the RCR;
aerodrome areas to be cleared of snow, the snow removal equipment, the types of friction characteristics measurement devices and the maximum permissible heights of the snowbanks.

This circular cancels AIC A 04/2024.

2 List of Aerodromes

Information on the movement area conditions is provided for Kuressaare, Kärdla, Lennart Meri Tallinn, Pärnu, Tartu and Ämari MIL* airports.

* Information on the condition of the movement area and cleaning of the movement area at Ämari MIL Airport will be published with SNOWTAM only upon request and on the basis of the respective PPR. Information on the status of the movement area at Ämari MIL Airport, including the RCR, is also transmitted via the ATS unit (Ämari TWR) and ATIS, and may include information on the measurement of the friction characteristics based on the needs of military aviation.

At airports, decontamination of movement areas and improvement of braking performance shall be carried out as long as movement area conditions impede the safe and regular flow of air traffic.

At Kärdla, Lennart Meri Tallinn, Pärnu and Tartu airports, the entire movement area will be cleaned.

At Kuressaare Airport, the movement area will be cleaned as follows:

RWY 17/35;
TWY A and APN N;
RWY 05/23, TWY B and APN S will be cleaned according to traffic needs.

At Ämari MIL airport, the movement area will be cleaned as follows:

TWY A and TWY E;
RWY 06/24;
APN 1 and APN 2;
TWY B, TWY C and TWY D;
TWY H and TWY F and APN 3 and APN 4 and helipad North will be cleaned according to traffic needs.

3 SNOWTAM

The SNOWTAM message shall be disseminated using the SNOWTAM message format set out in Appendix 2 of Annex IV to Commission Regulation (EU) 139/2014 and Appendix 3 of Annex VI to Commission Implementing Regulation (EU) 2017/373, excluding friction characteristics measurements (except at Ämari MIL airport).

The International NOTAM Office is responsible for the international distribution of SNOWTAMs and management of the distribution lists.

The international distribution list of Estonian SNOWTAMs is shown in paragraph 7.

Requests concerning inclusion and/or changes to the distribution list shall be addressed to EETNYNYX.

4 Clearance Equipment

EEEI (Ämari MIL):	7 snow ploughs/sweepers, 2 snow blowers, 2 snow ploughs, 2 reagent spreaders, 2 friction testers.
EEKA (Kärdla):	1 snow blower, 2 ploughs/sweepers, 2 ploughs/sweepers/blowers, 1 reagent spreader.
EEKE (Kuressaare):	3 ploughs/sweepers, 1 snow blower, 1 reagent spreader.
EEPU (Pärnu):	1 snow blower, 2 ploughs/sweepers, 1 snow plough, 1 reagent spreader.
EETN (Lennart Meri Tallinn):	12 ploughs/sweepers/blowers, 3 snow ploughs, 4 ploughs/sweepers, 4 snow blowers, 3 reagent spreaders.
EETU (Tartu):	2 ploughs/sweepers/blowers, 2 ploughs/sweepers, 1 snow blower, 1 snow plough, 1 reagent spreader.

5 Type of Friction Measuring Device

EEEI (Ämari MIL):	ASFT friction characteristics tester, T5 trailer and Moventor BV11 VI skiddometer.
EEKA (Kärdla):	ASFT friction characteristics tester T-10 and Tapley meter Bowmonk AFM2 MK3.
EEKE (Kuressaare):	ASFT friction characteristics tester Saab 9000 and Tapley meter Bowmonk AFM2 MK3.
EEPU (Pärnu):	Moventor BV11 skiddometer.
EETN (Lennart Meri Tallinn):	Moventor BV11 skiddometers.
EETU (Tartu):	ASFT friction characteristics tester T-10.
