This Aeronautical Information Circular (AIC) announces the implementation of Aeronautical Information Service (AIS) SWIM services that are compliant with System Wide Information Management (SWIM) service specifications, in accordance with the European Union Common Project One (CP1) Regulation (EU) 2021/116.
The purpose of this circular is to inform end users about the enforcement of new regulatory requirements and their deadlines, as well as the status and implementation plan of AIS SWIM Services in Estonia.
The SWIM concept (System Wide Information Management) is the central element of modern aviation infrastructure within the context of the European ATM Programme SESAR (Single European Sky ATM Research). It aims to improve the information exchange between all aviation stakeholders in terms of efficiency, safety and standardisation.
SWIM is a concept for seamless, standardised and network-based information sharing in aviation. It ensures that all relevant stakeholders – such as airlines, air navigation service providers, airports, weather services and the military – receive the right information at the right time.

Commission Implementing Regulation (EU) 2021/116 – CP1 – is a binding regulation that supports the modernization and harmonization of Air Traffic Management (ATM) in Europe under the Single European Sky (SES) framework.
Under CP1, one of the six mandated functionalities is AF5: System Wide Information Management (SWIM). AF5 refers to an ATM functionality that consists of standards and infrastructure enabling the development, implementation and evolution of services for information exchange between operational stakeholders via interoperable services. This AIC addresses the implementation of AIS SWIM services in compliance with the AF5 functionality.
This implementation forms part of the global System Wide Information Management (SWIM) initiative, as outlined in the ICAO Global Air Navigation Plan (GANP, Doc 9750), and the ICAO Manual on the System-wide Information Management (SWIM) Concept (Doc 10039). By aligning with the AF5 functionality of CP1, Estonia contributes to the worldwide transition toward a globally interoperable, service-oriented aeronautical information environment, in support of ICAO’s Aviation System Block Upgrades (ASBUs) and the digital transformation of Aeronautical Information Management.
The services deployed under AF5: SWIM are intended to make aeronautical information digitally available in a timely, standardized, and interoperable manner to all relevant stakeholders. The objective is to enhance or implement systems that facilitate the exchange of aeronautical information, either as a service provider or consumer. Deployment of these services shall comply with the SWIM requirements outlined in the SESAR Deployment Programme 2022.
This service provides aeronautical information features on request via a query-based interface. Features can be filtered by feature type, feature name, spatial, temporal, or logical parameters.
Provides aerodrome maps on demand, based on current or upcoming AIRAC cycle data. Maps are derived from aerodrome mapping databases and are delivered in a standardized graphical format.
Delivers digitally encoded NOTAM data representing events that temporarily affect the aeronautical environment. The service supports both textual and graphical representation, improving integration with user systems and automation of data processing.
The AIS SWIM services described in this circular shall be applicable from 31 DEC 2025.
The exact dates of operational deployment for the Aeronautical Information Feature Service, Digital NOTAM Service and Aerodrome Mapping Service will be published in the SWIM registry once each service’s lifecycle stage transitions to the OPERATIONAL phase.
